A lot of hydrants have long metal tags attached to them. Some are laid down, plenty stand upright, but I still have no idea what they're for (or what they signal, if anything).

my guess would be to find them if it snowed? :) in the north theres usually a permanent pole with a marker next to the hydrant so they know where to look for them under a snowbank.
